Résumé : | This is an overview of the VET system in Estonia. Information is presented according to the following themes : 1. External factors influencing VET : political and socio-economic context, population and demographics ; economy and labour market indicators ; educational attainment. 2. Providing VET in a LLL perspective : national education and training system ; government regulated VET provision ; other forms of training. 3. Shaping VET qualifications : occupational qualifications system, standards and awarding process ; VET qualifications framework ; recognition of prior learning in initial VET ; quality assurance in VET qualifications ; challenges. 4. Promoting participation in vocational education and training : incentives for individuals (tax exemption on training costs ; study leave for working adults ; incentives for unemployed ; the KUTSE programme for VET dropouts and adult learners) ; incentives for enterprises (wage subsidy and work practice supervision ; remuneration) ; guidance and counselling services (strategy and provision ; target groups and modes of delivery ; guidance and counselling personnel).
